While I can’t speak for SFSU, I can tell you that UC Irvine’s drama program is excellent, as well as UCLA’s (though it is quite competitive).
If you want to stay in NorCal, look at UC Davis’ acting program. It is very good, and Sacramento is a great place to live!
Honestly, I prefer Northern California’s theatre culture to South California’s. Don’t get me wrong — living in Los Angeles was a fun experience, but it is quite situated around television and film (which is great if you want to pursue that route as opposed to the stage). I liked the excitement of live theatre, and I found most of the competition to be kind of annoying (ie the models that show up to audition for Fiddler on the Roof, convinced that Steven Spielberg is going to show up to the Saturday matinee and cast them in his next blockbuster).
